The Community Care for the Elderly The Community Care for the Elderly (CCE) program provides community-based services to those who are most needy to prevent unnecessary institutionalization for persons 60 years of age and older; the Older American Act provides nutrition. Services are provided in the clients' home or in a community setting. COA is required to charge a co-payment for all services rendered based upon a sliding scale co-payment schedule developed by the Florida Department of Elder Affairs.
